The EU-funded Twinning Light project on assisting Georgian National Energy and Water Supply Regulatory Commission (GNERC) in Creating Enabling Environment for Digitalisation and Developing Digitalisation Strategy has been launched at Georgian National Energy and Water Supply Regulatory Commission. The leading objective of this 8-month project with the overall contribution of € 250 000 from the European Union is to assist the GNERC in the process of development of digitalisation strategy with a due regard to the needs and challenges encountered by the commission. The Project will be implemented by Gestore Servizi Energetici (GSE).
As stated by Giorgi Pangani, Project Leader from beneficiary country and the Commissioner of GNERC in his opening remarks: “Digitalization is one of the top priorities at GNERC considering current challenges in the Georgian energy market. Therefore, appropriate regulatory framework for promoting efficient, safe, modern and secure processing of data and development of digitalization strategy for GNERC is of high importance. I’m really delighted that this project will be implemented by the experts who have outstanding knowledge in this issue and I am confident that this cooperation will be beneficial for GNERC and its staff and will assist us in the approximation process as well. Hereby, it is important to note that this will be a first Twinning light project implemented in Georgia”.
Digitalization is essential in the context of ongoing Georgian energy market reform both at wholesale and retail level. For efficient, transparent and competitive energy markets it is crucial to equip market participants and consumers with digitalized tools and mechanisms for their active engagement. The project is expected to promote a more effective and efficient market regulatory activity, enhancing the quality of services provided to end users, citizens and companies. The overall objective is to develop institutional framework for the implementation of regulation of Georgia’s energy market in line with EU requirements. Within the project the draft Digitalisation Strategy and its action plan will be designed, promoting creation and upgrade of business processes at GNERC.
