Davit Narmania, Chairman of the Georgian National Energy and Water Supply Regulatory Commission (GNERC) presented a new Commissioner, Davit Tvalabeishvili, to the employees of the GNERC at a public hearing. Following the Law of Georgia on Energy and Water Supply, with the majority of the votes of the Parliament of Georgia, Davit Tvalabeishvili was elected to the position for a 6-year term.
Davit Tvalabeishvili has more than 25 years of experience in the energy sector. He was awarded the Order of Merit for his contribution to the development of the Baku-Supsa oil pipeline He is the author of scientific papers on energy issues. He participated in the negotiations and implementation of transit pipeline projects. In 2006-2007 he worked in the Tbilisi office of the World Bank as a coordinator of "Carbon Finance" projects in the South Caucasus. In 2008-2009, he was the director of energy projects of the "Millennium Challenge Georgia" foundation. He led the fund's main gas pipeline rehabilitation projects in Georgia and the study of the possibilities of gas storage construction in Georgia. In 2010-2012 he was the head of energy projects of the Tbilisi office of the United States Agency for International Development (USAID) working on rehabilitation projects of main gas pipelines in the direction of USA financial assistance to Georgia.
Davit Tvalabeishvili managed the Georgian Oil and Gas Corporation (GOGC) in 2013-2018. He was the chairman of the Board of the Georgian State Electrosystem (GSE) in 2018-2019. In 2019, he was appointed as the Deputy Minister of Economy and Sustainable Development, and since December 2021, he has held the position of General Director of the Electricity Market Operator.
